am getting 'attempting to system restart' when trying to booting to installation of high sierra

You are using an old HackintoshZone distro, of course the Clover folder is going to be rubbish and not work. What did you expect when using something that was cobbled together trying to be correct for so many systems.

Have you set the Surface Pro's bios correctly to run macOS?
I assume you are looking to install macOS High Sierra on a system drive that already contains an OS (Windows 10). Have you looked at any multi-boot guides, so you know how to do this?

I even don’t have bios in my surface only have uefi and also don’t provide too much options to change only we can select secure boot and usb to boot also am installing this 1st time so please help me am noob

Well you haven't chosen an easy place to start. Laptops are more difficult to Hack than Desktop systems. Specialist laptops, which are locked down like the Surface Pro, are even more difficult and require more knowledge about Hacking.

What is the full specification of your Surface Pro 6? Full model number and CPU model number etc. would be helpful. As each CLOVER folder needs to be customised to suit the hardware.

I have downloaded a CLOVER folder from another site for a Surface Pro, but as I don't know which model within the 6-series you are using I don't know if the folder is suitable for your system.

You never said if you were looking to multi boot the system along side an existing Windows 10 installation, or do you just want to run macOS on the Surface Pro?

The only parts of the information you provided above that mean anything are the CPU model number and the IGPU name.

The information I need If I am to help you includes the following:
  • What size is the SSD in your Surface Pro?
  • How much free space is left on the SSD?
  • Does it have an Ethernet port?
  • Which Audio codec does it use?
  • How many and which types of USB ports does it have?
  • Does the Keyboard/trackpad use Bluetooth connection?
  • Which WiFi/Bluetooth card does it use?
