Your components aren't a good selection for creating a Hackintosh system@
  1. The CPU has no IGPU, so you are relying on the graphics card for all graphics processes.
  2. Your Coffee Lake CPU needs to be used with an iMac Pro 1,1 or Mac Pro 6,1 or 7,1 SMBIOS.
  3. Unfortunately your Graphics card is not supported in any version of macOS after High Sierra, as it requires the NVIDIA Web Drivers. The last version of which works with High Sierra. You card won't work correctly in Mojave, Catalina or Big Sur, ever.
You may be able to install High Sierra on your system, but not without a lot of effort on your part.

Am I going to help you?

I provided you with some essential information, which will dictate whether you attempt to install macOS (High Sierra) or not. I can't physically create an installer for your system, so not sure what you are asking.
